California regulators approve plans to restart Hayward power plant following massive explosion

When a gas-powered turbine exploded at the Russell City Energy Center in Hayward, it sent shrapnel hundreds of feet into the air. Now, California regulators have approved plans for the plant to resume power generation, even as the cause of the turbine explosion remains a mystery. KTVU's Brooks Jarosz reports.
