President Trump is making plans in the Middle East in case diplomacy with Iran fails. There are concerns on Capitol Hill that ground operations could be coming. Stephen Zunes, an international politics expert at USF, says the Iranians still hold the upper hand when it comes to which ships are allowed to pass through the Strait of Hormuz.
