Man in critical condition after shooting on I-80

A man remains in critical condition, after being shot in the head. Authorities are not making his name public, but they say he is 27 years old and is from Oakland.
He was discovered after Emeryville police found the passenger from his car walking on the freeway.
This is the 36th shooting on an East Bay freeway since last November.
Several law enforcement agencies are working on these cases.
But they say it's tough to solve them cases because many of the shootings are believed to be gang related.
Many times, the victims won't cooperate with investigators.
