North Bay vehicle pursuit ends; suspect in custody facing multiple felony charges

A wanted felony suspect has been taken into custody following a pursuit with law enforcement that had shutdown Highway 37 temporarily Wednesday afternoon, according to Sonoma County Sheriffs Office.

The highway opened in both directions, shortly after 4 p.m.  

The Sheriff's Office reported Highway 37 closed at Skaggs Island Road due to police activity around 3:19 p.m. The pursuit was traveling towards Sonoma County from the Vallejo area. 

American Canyon Police Department said at 2:30 p.m., Napa County dispatch received a call about a domestic violence incident involving a moving PT Cruiser.

Police spotted the vehicle traveling southbound on SR29 through town. Officers attempted to pull the vehicle over, but said the car accelerated as the pursuit moved into Vallejo.

Sources said police requested assistance and that's when California Highway Patrol got involved.

Police said one of the suspect car's front tires became damaged. A female passenger was able to escape the vehicle between Mare Island and Sears Point because of how slow it was moving. 

The 29-year-old driver of the vehicle, identified as Adam Banks of Maryland, then struck the female with the car, causing moderate injuries, police said. The victim was taken to a Vallejo area hospital. Soon after, Banks crashed the Cruiser into a CHP patrol vehicle.  

When police disabled the PT Cruiser by blocking it, Banks fled into muddy water at a nearby marsh.

Sonoma County Sheriff's Office said Banks apparently asked officers to kill him and said he had a weapon during an hour-long negotiation and stand-off process where he was described by law enforcement as belligerent.  

Police said an American Canyon officer de-escalated the situation leading to the suspect to be brought into custody peacefully. 

CHP Golden Gate Division Air Operations launched a helicopter and lowered a rescue basket for the soaking wet and cold suspect. 

The suspect was flown over to the shore where waiting officers arrested the suspect. 

Banks will be booked on felony charges related to the domestic violence, assault with a deadly weapon on the female passenger, along with kidnapping/false imprisonment charges. 

The investigation is ongoing.
