Sewage spill concerns after three weeks of relentless rains

Existing infrastructure for sewage plants were not built for atmospheric rivers. The Bay Area has been dealing with relentless rain since the beginning of the new year. The challenge of raw sewage spills is becoming real. KTVU's Tom Vacar explains how they happen and what officials are doing to stop them.
