East Oakland residents fear trash from homeless camps will cause flooding

Some East Oakland neighbors say their streets have been overtaken by homeless encampments and there's increasing worry the added blight and trash could cause an even bigger problem. Residents are pleading for help. Fearful there could be major flooding if the city doesn't take action.
