100 complaints logged over flaring at Chevron Richmond refinery, air quality district investigating

The flames and smoke coming from the Chevron refinery in Richmond are gone. It took about 10 hours to fully control Monday's flaring incident. The incident all started because of a power outage. Chevron says the power at the refinery has been restored, systems are back online and the flaring activity has for now, stopped.
