Oakland City Council to vote Tuesday on settlement with teen at center of sex exploitation scandal

The Oakland City Council was set to decide Tuesday evening whether to settle a claim filed by the woman at the center of last year’s police sex scandal where she says she was exploited while both underage and of age.
