Proposed Embarcadero navigation center for homeless faces key vote

A key vote on the mayor's proposal to build a 170- person bed navigation center near San Francisco's Embarcadero is on Tuesday. The five Port of San Francisco commissioners will take on the divisive issue that has many neighbors claiming concerns of crime, while proponents say it's necessary for the city's homeless population.
