Attorneys for the family of Willie McCoy filed a lawsuit on Thursday in the case where he was shot and killed by Vallejo police as he was asleep at a Taco Bell parking lot. 2 Investigates' Candice Nguyen reports there are renewed calls for a federal monitor to oversee the Vallejo Police Department.
