Judge won't block construction of controversial navigation center in SF

A San Francisco judge on Monday said he will not block construction of a controversial navigation center on Embarcadero for the homeless. However, the court has agreed to another hearing on the attempts to block construction of the center in two weeks, KTVU's Christien Kafton reports.
