Pandemic an opportunity to fast track key Bay Area infrastructure

The COVID-19 related stay-at-home order has dramatically reduced Bay Area traffic. KTVU's Maureen Naylor reports several agencies are taking the rare opportunity to fast track some key infrastructure.
