Winds diminish, offering hope as PG&E restores power after preemptive outages

North Bay residents are coping and adjusting to PG&E's Public Safety Power Outages. Some residents were frustrated that the predicted winds never materialized, thought the utility said 60 mph wind did occur in higher elevations.
