23-year-old incarcerated man dies after 'brutal assault' at Elmwood Correctional Facility

A 23-year-old man who was attacked at the Elmwood Correctional Facility in Milpitas and on life support, has died, according to the Santa Clara County Sheriff's Office.

Sheriff spokesman Brooks Jarosz said the man, identified as Oscar Adolfo Lester Umul Xicay, died Tuesday afternoon. He was "brutally assaulted" at the jail on Jan. 27, Jarosz said, by three other men at the jail. 

Those three, who have not been identified, are now facing murder and torture charges, Jarosz said.

How this attack occurred has not been explained. 

Sheriff Bob Jonsen said that he is taking "every measure possible to prevent such incidents from happening again."

The NAACP says Santa Clara County still needs to improve how it manages its correctional facilities and continue to rebuild the public’s trust.

In an interview last week, Santa Clara County Supervisor Susan Ellenberg also mentioned that the layout of the Elmwood facility could be outdated and building a new facility may increase safety for everyone.
