It was a joyous occasion, filled with the vibrant sounds of Vietnamese music and traditional dancing. San Francisco Mayor Daniel Lurie joined the celebration, taking part in the ribbon-cutting ceremony and thanking the owners for bringing Turtle Tower back to the city.

But after he returned home, he was convicted of sales and possession of drugs. His sister and brother said his drug use stemmed from his PTSD and physical pain. They say the governor's pardon rights an injustice and helps other veterans.
