Oakland attorney John Burris plans to file a federal civil rights lawsuit on Thursday against the city of Vallejo and one of its officers over the shooting of a San Francisco man through the windshield of a police vehicle. 

The City of Vallejo on Wednesday released additional police body-worn camera footage of the February 2019 fatal police shooting of Willie McCoy. 

Vallejo Police Chief Shawny Williams on Friday launched a third-party investigation of allegations that some officers "bent badges" to mark each time they shot and killed someone while on duty.

Solano County District Attorney Krishna Abrams announced San Bernardino's former D.A. will serve as a special prosecutor in the case of Willie McCoy, a man who was shot and killed by Vallejo police at a Taco Bell drive-thru last year. 

The inquiry will examine the culture of the department and could lead to corrective action and a broader investigation, the chief said.

Vallejo police lieutenants Fabio Rodriguez and Michael Nichelini are on paid leave while the state attorney general investigates why they failed to preserve the windshield linked to the deadly officer-involved shooting of Sean Monterrosa.

The death is Vallejo's 16th homicide this year.

A city source confirms to KTVU:  Vallejo police Lt. Michael Nichelini is on paid leave, after the windshield of the police truck involved in the deadly shooting of Sean Monterrosa was destroyed.

The victim is a 21-year-old Vallejo resident.

The city is requesting that District Attorney Krishna Abrams reconsider her recusal from examining the deaths of Willie McCoy and Sean Monterrosa after California Attorney General Xavier Becerra declined to do so.
