Richmond-San Rafael water pipeline to Marin moves forward

Marin Municipal Water District moved a bit closer to a new emergency pipeline across the Richmond-San Rafael Bridge from the East Bay. If approved, by next summer, it would pump and carry some 8 million gallons a day over the bridge.
